In a significant step toward bolstering its infrastructure, the government of Ras Al Khaimah (RAK) has signed a pioneering agreement to build the emirate’s largest wastewater treatment plant. This deal, which marks Ras Al Khaimah’s first public-private partnership (PPP) in the wastewater sector, will see a consortium of leading companies collaborate to develop a cutting-edge facility with a capacity of 60,000 cubic meters of wastewater per day. The project is expected to serve up to 300,000 people and will be a key part of the emirate’s efforts to ensure sustainable water management and urban development.
The agreement was signed with a consortium comprising Etihad Water and Electricity (EtihadWE), TAQA Water Solutions, and Saur International, which will be responsible for the design, financing, construction, and long-term operation of the facility. “We are building a future-proof wastewater treatment facility that will meet the needs of Ras Al Khaimah for years to come,” Al Ali said. “Through this collaboration, we are ensuring that the emirate’s water infrastructure is not only resilient but also sustainable, supporting both urban growth and environmental goals.”
One of the standout features of the plant is its focus on the reuse of recycled water. In collaboration with TAQA Water Solutions, the consortium will implement a 6.3-kilometer gravity pipeline to collect wastewater from various parts of Ras Al Khaimah. This water will then be treated and recycled, making it available for use in irrigation and cooling systems.
Engineer Ahmed Al Shamsi, CEO of TAQA Water Solutions, emphasized that the project is in alignment with national sustainability goals, particularly the UAE Vision 2030 and UN Sustainable Development Goals (SDGs). “This project will not only ensure that we reuse 100% of recycled water but also help us achieve the UAE’s targets for sustainable cities and communities,” said Al Shamsi.
Build-Own-Operate-Transfer Model for Long-Term Success
The Ras Al Khaimah wastewater treatment plant will follow the Build-Own-Operate-Transfer (BOOT) model, a form of Public-Private Partnership where the consortium will be responsible for the entire lifecycle of the project, from design and financing to construction, commissioning, operation, and maintenance. This model ensures that the private sector plays a significant role in the creation and management of the facility, while also providing the government with long-term ownership of the assets.
After the construction phase, the consortium will operate the plant for an agreed-upon period, after which ownership will be transferred to the Ras Al Khaimah Public Services Department. This structure not only ensures efficient operations but also guarantees that the plant will remain in public hands once the initial operational period has concluded.
