A new trade agreement and wider strategic partnership aim to expand commercial ties, strengthen supply chains and turn investment commitments into projects.

The UAE and Canada have signed a Comprehensive Economic Partnership Agreement, expanding a relationship increasingly focused on trade diversification, investment and economic security.

Signed on October 27 during Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan’s visit to Ottawa, the agreement forms part of a broader strategic partnership covering commercial relations, technology, energy and security.

The trade deal has been signed but is not yet in force. Its tariff benefits will depend on completion of the required implementation procedures. international.gc.ca

What the UAE–Canada trade agreement will change

Once fully implemented, the CEPA will reduce or eliminate tariffs on more than 99% of current Canadian exports to the UAE, according to Global Affairs Canada.

The agreement also addresses barriers beyond tariffs and aims to make cross-border business more predictable. Canadian exporters in agriculture, manufacturing and services are among those expected to benefit.

Negotiators completed the agreement in 47 days of negotiations, reflecting the priority both governments placed on strengthening commercial ties. The deal builds on an investment protection agreement that has already entered into force. Canada.ca

The distinction between signing and implementation matters for businesses. Companies planning new exports or investments will need to assess the final rules, product coverage and implementation timetable before calculating potential savings.

Investment commitment reaches beyond trade

Alongside the CEPA, the countries are advancing a framework to facilitate up to C$70 billion in strategic investment opportunities in Canada.

The commitment covers potential investment rather than a single completed transaction. Turning that ambition into operating businesses, infrastructure and industrial capacity will require individual projects to secure financing and move through development.

Why both countries are expanding the relationship

For Canada, closer UAE ties support efforts to develop additional export markets and attract capital into major projects.

For the UAE, Canada offers an established industrial economy with agricultural capacity, energy resources, research expertise and critical minerals. Stronger links could support the Emirates’ efforts to diversify supply chains and broaden its international investment relationships.

These complementary strengths create opportunities, but the economic results will depend on commercial demand, competitive costs and successful implementation.

Logistics and energy projects begin to take shape

The Canadian government announced several initiatives alongside the strategic partnership.

DP World signed a memorandum with Arctic Gateway Group and CentrePort Canada to explore an integrated transport corridor connecting the Port of Churchill, the Hudson Bay Railway and wider logistics networks.

A separate arrangement between Masdar and Natural Resources Canada establishes a framework for energy cooperation. Invest in Canada and the Abu Dhabi Chamber of Commerce and Industry also agreed to help businesses develop contacts and explore opportunities.

Partnership extends to defence and diplomacy

The visit also produced an updated defence cooperation memorandum and an agreement on diplomatic training.

The defence framework covers areas including military education, exercises, cybersecurity and policy dialogue. Diplomatic cooperation will connect Global Affairs Canada with the Anwar Gargash Diplomatic Academy.

The countries also announced plans to begin negotiations on extradition and mutual legal assistance treaties. Those proposed treaties remain separate from the agreements already signed. Prime Minister of Canada

For businesses, the next milestones are practical: entry into force of the trade agreement, clearer market-access arrangements and investment decisions that move announced opportunities into construction, production and employment.
